Former FBI Official Alerted Chinese Company Doing Business With Bidens About Pending Arrests!

A newly released Justice Department Office of Inspector General (OIG) report has shined light on serious missteps by a former high‑ranking FBI official, Charles McGonigal, raising questions about how internal breaches may have affected a politically sensitive counterintelligence investigation. According to the report, McGonigal leaked confidential information about the FBI’s probe of CEFC (China Energy Fund Committee) to associates linked to the company, effectively tipping them off to impending actions. In particular, McGonigal is accused of informing an Albanian contact (codenamed “Person B”) in June 2017 that the Bureau was preparing arrests related to CEFC. From there, Person B allegedly passed the warning to top CEFC executives, including Patrick Ho and Chairman Ye Jianming, and even to another subject under investigation, referred to as “Target 3.”

The report emphasizes the damage caused by McGonigal’s actions, concluding that he “intentionally damaged an important criminal case, violated the public trust, and compromised the integrity of the FBI.” Even though Patrick Ho was ultimately arrested in the U.S. in late 2017 on charges of bribery and money laundering, the leak may have allowed some key targets to evade capture or evade scrutiny.  McGonigal now already faces criminal convictions: in December 2023, he was sentenced for conspiring to violate U.S. sanctions in connection with dealings for Russian oligarch Oleg Deripaska, and in February 2024, he received further prison time for concealing payments tied to Albanian officials.

Beyond McGonigal, the OIG report points to James Biden, brother of President Biden, as having taken steps to check whether Patrick Ho faced any active arrest warrants—seemingly at roughly the same time as the CEFC case moved forward. In November 2017, James Biden contacted a retired Secret Service agent, asking whether a warrant existed for Ho. Although the agent found no active warrant, James later insisted his inquiries were purely informational and not intended to tip off Ho.  While the OIG does not conclude that James Biden broke the law, the timing and connections magnify scrutiny of the CEFC–Biden financial entanglements that have long drawn political attention.

Much of the broader intrigue revolves around the historical ties between CEFC and members of the Biden family, notably Hunter Biden and James Biden. Between 2017 and 2018, CEFC affiliates transferred millions of dollars to entities tied to the Bidens, and Hunter referred to Patrick Ho as “his client” in some messages. These financial and messaging links have long been cited by critics as potential evidence of foreign influence operations. Supporters of the Bidens maintain these dealings were conducted legally and as part of legitimate business ventures, and contend there is no credible evidence tying Joe Biden to wrongdoing.

At its core, the OIG report underscores a troubling scenario: an FBI agent entrusted with defending the nation’s security effectively undermined one of its own investigations by leaking to targets. The revelations come at a politically sensitive time, where trust in federal institutions is already fragile. While McGonigal’s criminal convictions preceded this new exposure, the report intensifies calls among politicians and watchdogs alike for accountability, deeper oversight, and reform in how sensitive counterintelligence investigations are handled. Whether this produces lasting institutional change or becomes another chapter in partisan conflict remains to be seen—but the stakes for public trust in the bureau have clearly been raised.
